This "-I/sw/include/postgres" looks like a bug in the package
description (If it's a bug, it seems to be present in all versions of
postgresql-tcl I checked). There is a line
pushd ../pgtcl1.5.2
./configure --prefix=%p --with-postgres-lib=%p/lib
--with-postgres-include=%p/include/postgres --with-tcl=%p/lib
in the compilescript. Elsewhere the include directory calls itself
%p/include/postgresql.
