The 10.4 tree is still in a testing phase, so you won't get it
automatically via "fink selfupdate".

You can manually edit fink.conf to point to Distribution: 10.4, and
then run "fink selfupdate", as long as you're using version 0.24.12 of
the fink package.

Or you can wait until it's ready--pretty much everything that's going
into 10.4 goes into
10.4-transitional.
