There's no "allegedly" about it.  They conflict.

They're development header packages (hence the -dev) that are only
required at build time.
The gettext stuff you need at runtime stays installed.

This conflict is also preventing fink

That seems strange to me--versions of the fink tool newer than 0.24.8
should swap them back and forth automatically.
