I get the same thing. The only Fin-installed apxs reference on my machine is
$ dlocate /sw/bin/apxs
apache2-dev: /sw/bin/apxs2
(for apache2-dev-2.0.58-13)
It may be that the mod-perl2-pm586 package wasn't modified accordingly
for the newer apache2. I'll cc the maintainer
