Ian, I had the same problem.  After an offline discussion with  
Christian Schaffner, I determined that this workaround fixed the issue:

  fink rebuild svn-shlibs
  fink rebuild svn-swig-pm586

Note that order matters!  The swig bindings must be rebuilt after the  
svn-shlibs.  In my case, the problematic svn-shlibs deb came from the  
Todai unstable bindist.  Christian is trying to figure out what's odd  
with the Todai version.

After that, SVK built fine (but I'm using SVK direct from CPAN, not  
via Fink, so YMMV)
