The version number in the dylib name doesn't necessarily have anything to do with the package's version. The version of libusb in fink is indeed 0.1.12 which according to the libusb website is the latest version. Perhaps you haven't told usbutils how to find libusb? Did you follow http://www.finkproject.org/faq/usage-general.php? phpLang=en#compile-myself and are both libusb and libusb-shlibs installed?
