Yes, this is a bug in the new version of gnushogi (maintainer CCed):

When the "InfoDocs:" field is used, the info file (the one for gnu info, 
not the one for fink) needs to be in a format that install-info can 
understand. In particular, there must be a line close to the beginning 
that contains either the word 'START-INFO-DIR-ENTRY' or the phrase 'This 
file documents'.

In the case of gnushogi, the phrase is 'This file describes' which AFAIR 
was OK with older versions of install-info, but is not OK now.

The file doc/gnushogi.info must be patched correspondingly. It suffices 
to replace 'describes' by 'documents' in the 2nd paragraph.
