You need to make sure to install the X11SDK package from the  Xcode 
Tools, then.  That's required for any building of packages that use 
X11.  Also check out the FAQ:

X is a dependency of python because most of Fink's GUI packages use X11, 
and any python stuff they require needs to be X11-aware. 

In addition, in the early days of OS X, Apple shipped their Python 
without headers, so that one couldn't build packages with it.  This may 
not be the case anymore--I'm not sure.
