What does
fink list svn-client
give you?
On my system (which may be somewhat old, I haven't done a self-update a 
while), it gives me:

Information about 6277 packages read in 20 seconds.
  i   svn-client       1.4.2-1      Subversion - Client
      svn-client-ssl   1.4.2-1      Subversion - Client (with SSL)

And does
ls /sw/bin/svn
show that such a file exists?

If not, just try running
fink install svn-client
again, and post if there's still a problem.
