tetex might be required to generate documentation files. Alternately,
these might be dependencies of some other package that the packages
you list requires (maybe gtk-doc, or one of its
sub-dependencies). Picking the first one you list:

gconf2 does not directly specify tetex or octave. You could try to
"fink update" just specific packages instead of "fink update-all" and
try to narrow down which one triggers the new dependencies.
