Only recently I encounter this error when running fink update-all:

error: $MACOSX_DEPLOYMENT_TARGET mismatch: now "10.5" but "10.4"  
during configure
### execution of /var/tmp/tmp.6.8X6SEg failed, exit code 1
Removing runtime build-lock...
Removing build-lock package...
/sw/bin/dpkg-lockwait -r fink-buildlock-pexpect-py24-2.3-1
(Reading database ... 260424 files and directories currently installed.)
Removing fink-buildlock-pexpect-py24-2.3-1 ...
Updating the list of locally available binary packages.
Downloading the indexes of available packages in the binary  
distribution.
/sw/bin/apt-get-lockwait -qq update
Failed: phase installing: pexpect-py24-2.3-1 failed

This break the update.
I did upgraded my MacOS from 10.4 to 10.5 a while back and since then  
was successful with many fink updates.
Any idea how I can fix that?
