Weird, that should have been pulled in from ApplicationServices (CoreGraphics) -- the headers exist at least back to 10.4.
Do you have a /System/Library/Frameworks/ApplicationServices.framework/Versions/A/Frameworks/CoreGraphics.framework/Versions/A/Headers/CGImage.h file?
