I have libxml2 2.6.32-1 installed. In addition, when I try to
update libxslt 1.1.22-1 to 1.1.24-1, I get the following error:

...which also is a libxml error. I've tried reinstalling libxml2,
but it didn't help. Can someone tell me what I am missing?

I've snipped out the reference to apache2 because that's not relevant
to the problems at hand.
Check in the build directories (under /sw/src/fink.build) for both
postgresql83 and libxslt for a config.log file. That may contain
information about what command the configure scripts tried to run, and
thereby indicate the source of the failure.
It looks to me, though, like you have another installation of libxml2
that is older than Fink's and which is obscuring detection of Fink's
library. Check in e.g. /usr/local for anything like that, and if it's
there, rename /usr/local temporarily while you build.
