It doesn't stop people from sending whole digests, though. ;-) rsync does indeed seem to get blocked more frequently than does cvs. At this point I'm not sure which is more reliable: we set up rsync service because the sourceforge cvs server kept getting clogged for people, but perhaps that's no longer the case.
