You're running from the 10.4 binary install, which was last updated in
2006.  Note that dbd-mysql-pm586 is _not_ listed as available in binary
form. 

You'll need to install it from source:

0) Install version 2.5 of Xcode
1)  Run "fink selfupdate-rsync" or "fink selfupdate-cvs"
