You mean the library from the netcdf-gfortran package?  It's dynamic
everywhere for the current version of the package; this isn't just a
Snow Leopard thing.  From my 10.5 system:

$ dpkg -L netcdf-gfortran-shlibs
/.
/sw
/sw/lib
/sw/lib/netcdf-gfortran
/sw/lib/netcdf-gfortran/lib
/sw/lib/netcdf-gfortran/lib/libnetcdff.4.dylib
/sw/share

/sw/share/doc/netcdf-gfortran-shlibs/COPYRIGHT
/sw/share/doc/netcdf-gfortran-shlibs/README

I got rid of the static library because normally they are of far less
utility on OS X than on Linux; this is our common practice.

Have you tried giving an explicit path instead in the command line e.g.

/sw/lib/netcdf-gfortran/lib/libnetcdff.4.dylib

instead of '-L/sw/lib/netcdf-gfortran/lib -llibnetcdff'
