Why are you contacting our lists if you don't want to use fink?  Even
our Fink Commander GUI uses fink.

You need to update your package descriptions.  According to what I can
see, the openssl-dev package description for Snow Leopard (stable or
unstable) has

Depends: macosx (>= 10.6.0-1), macosx (<< 10.7.0-1)

which is not what your error message is giving you.

Your python version doesn't matter, because that will get set up
appropriately.

Did you do a fresh Fink install on Snow Leopard, or is this an upgrade
from Leopard?

And what do you get from running:

fink dumpinfo -finfofile system-openssl-dev

in a terminal window?
