I'm certainly familiar with the problem, in the end I set up 
my own rsync server to redistribute inside our firewall (on 
a machine with access through it).  It is possible to 
specify a port for rsync as part of the URL, so if someone 
could run an rsync server on port 80 or 443, that may work 
for people with only web access (depending on how your proxy 
server handles it).  I know I failed to get our proxy server 
to handle the rsync connection on the normal port (873) when 
I last tried (not recently).
