You don't install virtual packages. You install whatever provides them.
In this case, Xcode. Apple's installer is known to drop files
randomly, and this can make fink not generate a virtual package.
How about trying
fink-virtual-pkgs --debug 2>&1 | head -n 21
for a more verbose output?
