That's a user-level directory, which is _not_ installed by Fink.
dot-directories and dotfiles are often created automatically by the
application which uses them--if not then one copies a system version to
create them.

I moved $HOME/.config on my system just now, and when I started GNOME
metacity created a new one for me.  So it sounds like something really
wild is going on.  I'm still totally mystified as to why you have to run
quartz-wm first.

I've got the following couple of ideas:

1)  Without X11 running, try just running 'metacity' from a terminal and
see if any error messages pop up--either in the terminal or in the
console logs (e.g. via Console.app).  You don't need to change your
startup stuff--it will just complain about a window manager running
already.

Also check to see if $HOME/.config is created.

2)  You might have some funky permissions.  What do you get from "ls -ld
$HOME" ?
