Yes. What's going on is just exactly what I said was a problem in my prior post in this thread. If you have a 32-bit Fink going, and you then use the init.sh for a 64-bit one, you will get this error (if you start with a 64-bit Fink and then use the init.sh for a 32-bit Fink, at least that lets you use the fink command).
