The above was the problem. When I updated netcdf7 I blindly
copied/pasted from netcdf7-gfortran.info and nc-config didn't get generated.
I just committed an update to netcdf7. You'll probably need to run
sudo update-alternatives --install %p/bin/nc-config nc-config
%p/bin/nc-config-nc7 50
sudo update-alternatives --auto nc-config
manually to make sure that nc-config gets set up properly.
