Another of the fink developers created a potential fix at:
https://raw.github.com/akhansen/Fink-experimental/master/3rdparty/gnutls28.info
To see if it works, you should save that file in
/sw/fink/dists/local/main/finkinfo before trying to install gnutls28
again.
I don't have a PPC machine readily available, so I can't test it.

(It's actually an issue with using gcc-4.0 rather than gcc-4.2 on
Leopard, apparently).
