Nope, works for me (freeciv-2.2.7-11).

I haven't yet tried some other GTK+2 programs, as i imagine that GTK
itself is pretty low on the list of suspects - after all, we are using
the same version in all OSX releases.  It seems like what's left is the
new X11 or an underlying change in the way 10.7 handles the dock.  I
don't imagine i could actually fix either of these things, but it'd be
nice to know enough to be able to file a useful bug report [if i knew
which component to file against].

It might be worth checking your X11 startup configuration to make sure
it's not running anything which doesn't work properly on Lion.
