No, stop right there...that's a fundamental misunderstanding of the 
whole reason for having a separate "-shlibs" package. It's a runtime 
thing that is only accessed by the compiler when some other associated 
package is also installed. Those packages are tagged "BuildDependsOnly" 
and are (as that tag suggests) *only* allowed to be a BuildDepends (not 
a Depends) and therefore can never have their removal blocked by other 
packages being installed. The runtime -shlibs packages are for use as 
Depends and therefore can have their removal blocked, but there is no 
reason to try to remove them either.
