After receiving this and thinking about the fact that I was able to compile a 
java file using javac with no software update, I thought about how I had 
installed java. I installed javadeveloper_for_os_x_2012004__11m3720-1.dmg from 
the Apple developer site https://developer.apple.com/downloads/ that has 
developer tools and java runtime. It appears to install things in 
/Library/Java/ including /Library/Java/JavaVirtualMachines/ where 
1.6.0_33-b03-424.jdk  is installed. 

I then went looking for some other java file to download. I found one under 
http://support.apple.com/downloads#osxmountainlion where you could download a 
java file: 
Java for OS X 2012-004

This download installs the java runtime system that fink is looking for such as 
the files in  /System/Library/Java/JavaVirtualMachines/1.6.0.jdk and 
/System/Library/Frameworks/JavaVM.framework/, and the download also modifies 
/Library/Java/ to point to these two directories.

Fink worked fine after I installed this runtime download, and I was was able to 
install ppl9.  I hope this clarifies things a bit and isn't too confusing.
