I believe fink just ignores fields that it doesn't know about, so your
fink-10.6.info is fine.

Try "fink -m update fink", and if fink updates you should be able to use
"fink update-all".

My guess now is the dependency engine wants to update dpkg and doesn't
recognize that it should be updating fink first.
