Yes, because a build lock problem is typically a _symptom_ that the dpkg
database has lost sanity, usually due to a system crash, losing a
Terminal window, etc.  This precludes installing anything.

Did you look at the url listed above?  That covers the most common
failure mode.  As does
http://www.finkproject.org/faq/comp-general.php?phpLang=en#dpkg-parse-error

If you have a failure mode which doesn't mention the status file, then
post back with the full failure message.
