I have the same issue:

texi2html enabled         no
perl enabled              yes
pod2man enabled           yes
makeinfo enabled          yes

$ fink list texi2html
Information about 12346 packages read in 1 seconds.
 i   texi2html  1.82-1  Converts texinfo documents to HTML

$ /sw/bin/texi2html --help 2>/dev/null | grep init_file
$ /usr/bin/texi2html --help 2>/dev/null | grep init_file
$

There is an "--init-file" argument (hyphen instead of underscore). Was
that what the grep command was looking for?

$ fink --version
Package manager version: 0.34.7
Distribution version: selfupdate-cvs Sun Apr 28 10:10:45 2013, 10.6, i386
Trees: local/main stable/main stable/crypto
