Sorry for the delay in getting this through moderation.

It looks like you had a build stop in some manner which was harsher than 
normal.  fink-buildlock-* packages _don't_ actually install files, but 
they are also supposed to be removed as soon as the package they 
correspond to (in this case m4) is finished building and therefore not 
to trigger this sort of issue.

First try "fink cleanup --bl" and see if it removes fink-buildlock-m4*. 
  If that doesn't work, then edit /sw/var/lib/dpkg/status as an 
administrator and remove the entire entry for fink-buildlock-m4-1.4.16-2 .
