I just tried building emacs24.  It required a couple of minor changes 
from the emacs23 package, but then failed with errors about UTIME_NOW, 
which is a gnulib-ism and doesn't exist on OS X.  There are also 
problems with system getopt functions being redefined (though I think I 
fixed that).  So, it should be possible to make a Fink package, but it's 
going to require some work.  My attempts are here for anyone who wants 
to try:
