The dev-tools virtual package in fink-0.38.3 is generated when you have:

1) /usr/bin/gcc
2) /usr/bin/make
3) a /usr/include directory

3) could be missing if you have the command-line tools from Mavericks instead 
of Yosemite—I don’t know whether Install Fink.tool checks for that, but I _do_ 
know that the tests in fink can’t tell the difference currently.
