Certainly one issue is that you're only simulating 20 ms. Beyond that, for the parameters you gave, you have a thermal diffusivity of 3.86e-5 m**2/s in the toluene, giving a diffusion length of about 6 mm in 1 s. You've declared your wire to have a radius of 50 m.
