No ignorance involved. It's been mentioned on the list a couple of times, but 
we've never managed to push updated documentation since we switched to git.

You can clone our repository at 

  git://code.matforge.org/nist/fipy.git

Never. The svn repository still exists only so that historical links in Trac 
continue to work.
