Be sure to start with a clean build directory after changing any settings. I would guess that -DTPL_ENABLE_Boost=OFF didn't work because traces of the previous cmake run will still present.
Our instructions are almost certainly out of date. I find building Trilinos unpleasant and it's been almost impossible for us to keep up with what works. We used to have a couple of recipes on a wiki at matforge, but that's gone now. I need to spend some time trying to resurrect them at github. They're only a snapshot in time, but they might help.
