Most states issue CCW licenses either through the office of the attorney general or local law enforcement, e.g., sheriff's office.
 
Virginia is the only state to my knowledge that issues CCW licenses through a circuit court judge.
 
What is the group's consensus whether this presents issues regarding executive versus judicial branch, and full faith and credit issues due to the judicial endorsement?
