Philadelphia can require a photo on gun licenses, a federal judge has ruled,
rejecting a challenge by a plaintiff who claimed the ordinance violated his
First and Second Amendment rights and who said members of his church are
"bound to refrain from any method of self-likeness." Judge Berle M. Schiller
concluded the ordinance survived a challenge under the rational basis test
since the photo requirement was meant to prevent counterfeiting or
transferring of licenses.
