It would be advisable for the individuals who first communicated with the
State Department to bring it to their attention.  On occasion, just
possibly, through the fault of no one, one federal agency may be unaware
of the actions (or poositions on a given issue) of others.

Given that communication has alreday been initiated and acted upon, it is
entirely appropriate to share newly developed information with them.  In
fact, the full DOJ/OLC paper would provide a well researched and
documented official U.S. government/Bush administration position for timid
diplomats to justifiy a new stand on the issue.  "Hey, world, it wasn't us
-- that's the position of the chief law enforcement officer of the U.S." 
And incoming SecState Rice should be more than happy to accept a strongly
worded 2A statement than her predecessor.

Rumor also has it that John Bolton, currently Undersecretary of State for
Arms Control and International Security Affairs, may be moving up the
State Fept food chain (to #2 at State).  Bolton has a clear record in
opposition to UN gun control schemes, and was also a Justice Department
functionary under Ronald Reagan.
