The NY Times article seems to still focus on access to guns the the
prime reason for the violence:
"Local police departments blame several factors: the spread of
methamphetamine use in some Midwestern and Western cities, gangs,
high poverty and a record number of people being released from
prison. But the biggest theme, they say, is easy access to guns..."
Most readers will come away blaming the tool used, and the NY Times
seems to downplay the social factors. Most readers will conclude less
guns would = less crime from the above.

As David Kopel "discovered" 15 years ago, it is a social/cultural
problem.

Access to guns have little to do with causing or increasing the
violence (although the violent people may use them). Notice how the
chief's have to make a token mention of guns before they get down to
discussing the real causes.
