This is also in Schulman's Stopping Power (Synapse-Centurion, Santa
Monica, CA, 1994, http://www.synapse-centurion.com/) at page 153.

It is preceded (page 151) by an interview with the same Mr. Brocki in
which Brocki parses the sentence, "A well schooled electorate, being
necessary to the security of a free State, the right of the people to
keep and read Books, shall not be infringed."

My testbed version for use in California is, "A mobile population,
being necessary to the prosperity of a high tech State, the right of
the people to keep and drive Automobiles, shall not be infringed." It
would make an interesting ballot initiative.
