I dunno, but I do know that if *I* were to sue a legislature for negligence on 
the theory that it had failed to enact good-sense legislation, the court would 
assume I'd gone totally crackpot, and probably set an oral argument just to see 
if it should alert the state bar to a member who'd developed a serious mental 
deficiency. 

And if I were in the city atty's office, I'd sure as hades find someone else to 
sign the complaint, given Rule 11 and all that.
