I think they will.

1. It wipes out the heart of their ordinance.

2. Any failure to go for cert. would be a public admission that they think 
they'll lose.

3. From a broader standpoint, DC is the one circuit they can't afford to lose. 
You can ALWAYS sue the federal government in DC -- it "resides" there, so to 
speak, by statute. That means all federal firearms controls are now exposed to 
2nd Amendment challenge (provided you establish standing, of course). They 
can't ignore a DC Circuit decision.
