I'm referring to the OSHA Proposed Rule OSHA-2007-0032 which changes regulations dealing with "explosives". Since small arms ammunition and components are included as explosives, regulations that make it difficult, expensive and impractical to transport them in commerce and to sell them retail could make firearms use difficult, expensive and perhaps (nearly) impossible.
