The legislative solution to which, of course, is going California-style 
and requiring all firearm transfers to be processed by an FFL.  Like the 
Washington Association of Sheriffs and Police Chiefs proposed in Olympia 
a couple of years ago.  It didn't go anywhere, but it was nice of them 
to lay their agenda on the table for all to see.
