Can someone guide me to the text of D.C.'s separate semi-auto ban and any post-Heller critique on the apparent conflict? My understanding is that the law classifies all automatics as "machine guns" and the city's suspect legal theory is that this classification would be defensible under Scalia's "dangerous and unusual weapons" exclusions.
