You know I was just re-reading the treaty ( 
http://www.oas.org/juridico/english/treaties/a-63.html )and something struck 
me: depending on how strictly it is read, you would need a government license 
to load cartridges in a mag, or to load a mag into a firearm.  The treaty bars 
"assembly of firearms, ammunition, explosives, and other related materials" and 
the definition of "Other related materials" is "any component, part, or 
replacement part of a firearm, or an accessory which can be attached to a 
firearm."

Anyone want to care to make a bet on how AG Holder will read it?
