Right. The treaty is at http://www.oas.org/juridico/English/treaties/a-63.html. The "Signatories and Ratifications" web page [http://www.oas.org/juridico/English/sigs/a-63.html] indicates that the US signed it on 11/14/97, but has not yet ratified it. John Barrasso, interviewed at about 1:50 into the CNN piece, and I have talked about this. It takes a 2/3rds vote to ratify a treaty.
