I presume that the AP reporter like most is either in or from NYC.  Gun permits 
are required for ownership in NYC.  It is completely logical for someone who 
lives in a place that requires permits (and isn't firearms savvy) would have 
the mindset that permits are required everywhere.  so, asking the police 
officer if the person had any kind of permit for the gun would be a reasonable 
question.  Flummoxed the officer may well have said "uh... no."It doesn't 
require some grand conspiracy of even  anti-gun bias to make such a reporting 
error. I will say that the reporter (not so shockingly) is very unlikely to 
have much exposure to handguns or handgun laws as even the most passing 
experience usually informs one as to the great variability of firearms laws 
from state to state.
