  This makes the tacit assumption that magazine size == firepower. So
the presentation implies that it doesn't make any difference how many
criminals have firearms - what's important is how many of those firearms
have high-capacity magazines.

  Worse, it implies that mass shootings are typical of unlawful shooting
events.  How many of the unlawful shooting events would have been less
harmful if magazine capacity had been lower? Certainly, the events in
which the perp's magazine had not been exhausted plus the ones in which
a successful magazine change had occured (which can be done in about 2
seconds) shouldn't be counted as being limited by magazine size.

  This misleading data is being used to support calls for a new law on 
magazine size limits - with the new McCarthy-proposed legislation
totally banning sale/transfer, not just new manufacture.
