I'm not sure we know this is true for the second one (a woman who was
thought to be unbalanced by nearly everybody who knew her), since she had
never been adjudicated incompetent or involuntarily committed. From media
reports, though, if her family had sought to have her involuntarily treated
for her mental illness, as they admit they had considered doing, they would
have had a good case.

Those are clearly both true for both of them--felony-level violations in
both cases, even before they pulled the triggers.
